More details will be released closer to the start of the promotion. In case anyone has missed what has been released already, here is summary of what's been posted recently:

* Free character transfer service will be offered early next year for a limited time.
* Transfers, one per character, will be free from servers designated as "lower" population to those with "higher" population. The list of servers will be released closer to the start of the promotion.
* Improvements to the CTS service will be made, including the transfer of resources and factory crates.
